Recently, in the office of FIOCCO Group Co., Ltd., Shi Yun, District People's Congress Representative and Chairman of the Group, was busy working at his computer, organizing information collected during earlier visits to small, medium, and micro enterprises (SMEs). This effort aimed to enrich and refine proposals to be submitted to the Fourth Session of the 19th District People's Congress.

In recent years, FIOCCO Group has established YESGO Valley Fashion Tech Park, which comprehensively integrates supply chain resources from upstream and downstream industries, building a professional industrial service platform. To date, over 150 SMEs from the textile and garment industry chain have settled in the park.

"Precisely because of this, I pay special attention to the development needs of SMEs and the 'growing pains' they face," Shi Yun noted. He observed that most SMEs are scattered across various towns, streets, and old industrial parks. With the advancement of urban renewal and the upgrading of old industrial parks, these SMEs are facing the challenge of "relocation."

So, how can these "growing pains" of SMEs be addressed to promote their sustained, steady, and orderly development? Shi Yun believes that government departments at all levels should give high attention and priority to SMEs. Regularly holding symposiums and exchange meetings for SMEs to listen to their demands and suggestions, gaining an in-depth understanding of their current development status and long-term plans, can be complemented with targeted training to empower SMEs and help them overcome current difficulties and challenges.

For example, in the process of promoting urban renewal, upgrading old industrial parks, and planning new industrial factory projects by government platforms, specific areas could be reasonably designated or partial factory spaces reserved. Offering these at reasonable rental prices or through flexible methods such as "rent first, buy later" could provide SMEs with a buffer opportunity for relocation. This would not only effectively alleviate the pains SMEs face during transformation and upgrading but also retain enterprises with development potential.

Additionally, Shi Yun suggested that government departments introduce a series of policy support measures to strengthen assistance for SMEs. Leveraging state-owned or private enterprise platforms, a comprehensive public platform space dedicated to serving SMEs could be established, providing channels for product display and cooperative exchanges. Based on actual needs, product negotiation conferences for various industries could also be organized to fully promote interaction and cooperation among enterprises, thereby fostering deep integration, mutual progress, and win-win outcomes.
